Without knowing your exact address it is difficult to get the best pricing for either broadband or DSL service in your area. I did check around and it seems your two most likely Internet providers are Verizon Fios or Satellite Internet. Wildblue seems the cheapest for satellite at 39.95 per month and depending on your address and availability Fios would be your best choice because of reliability. Satellite internet service can become unreliable in inclement weather.
If you have no phone service you have the option for Verizon High Speed Internet (without Phone service) which is called Naked DSL. You don’t need phone service either for Satellite Broadband of course.
